Austin Meeting—Innovative Technology Proposal

Prepared By Andy Bray

February 20, 2003

The promotion of the advancement and adoption of P2 Innovative Technologies is fundamental to the promotion of P2 in general. A number of advancements are possible through process modifications, improvements in operator behavior, and input substitution. However, there are processes where the truly "P2 quantum leap" can only occur through the adoption of innovative technologies. For these processes and sectors, it is important that technical assistance providers have access to distilled information on these technologies so that they may make informed recommendations to facilities. It is equally important that technical assistance providers share the lessons they have learned in the field as to where future technology developments are needed.

This proposed project would have a three pronged approach. For technologies that are currently available but greatly underutilized and not well documented, Centers would develop synthesized information packets aimed at helping assistance providers make recommendations to facilities regarding these technologies. The second piece of this project would involve the identification of and publicizing of existing write-ups of innovative technologies by integrating these write-ups into the P2Rx Topic Hubs where appropriate. The third portion of this project would involve soliciting input from programs from throughout the regions as to areas that they feel could benefit from both basic and applied research. Information on applied research needs would be fed to EPA PPD to be promoted in SBIR program. Basic research needs would be promoted with EPA ORD.

How does this project contribute to helping us meet our goals?

Serve as the "first-stop" for pollution prevention information for environmental service providers - By documenting innovative technologies and providing better access to existing information on innovative technologies and by marketing the Networks work on innovative technology, P2Rx would become known as a trusted source for this kind of information.

Increase the awareness, accessibility, and usability of P2 information - By synthesizing existing information on innovative technologies into a more distilled presentation that allows that highlights the advantages and limitations of these technologies, P2Rx will improve the access to and usability of this information. Also, by promoting existing write-ups on innovative technologies through the Topic Hubs, Centers would be providing users with the information at a strategic moment when they would be interested in it most.

Facilitate dynamic, regional P2 networks - By engaging programs in a dialogue about innovative technologies, Centers would create forums for states to share information on their experiences with various technologies and also provide them with an education opportunity to learn about technologies they are not familiar with. This type of cross fertilization is more important now then ever as state resources are shrinking in many cases and the need for leveraging existing resources and expertise is crucial.

Specific deliverables for FY04

  • X number of innovative technologies
  • X number of Topic Hubs will be enhanced with innovative technology information
  • Centers would solicit input from programs throughout their region on what technologies to focus profiles on; this information could be mined in the future in defining areas to develop hubs or other products for
  • Centers would solicit input from programs throughout their region on technologies that would benefit from basic and applied research ("Tech Assistance-Tech Innovation Nexus")

What are the estimated resources to complete the project?

  • ~$9,000 per Technology Profile
  • ~$1,000 per Hub Enhancement
  • ~$1,000 per Center for soliciting technology areas for profiles
  • ~$1,000 per Center for soliciting research needs
