P2Rx NSDL Proposal

Austin Update, February 2003

Opportunity/Need
P2Rx has created a collection of science, engineering and technology oriented best management information intended to provide an invaluable resource to P2 Specialists [1]
nationally.  NSF expects to fund 12 – 15 “new” collections this year – projects of up to $1 million over two years.  The P2Rx collection meets all of the solicitation criteria – this money is very well suited to enhancing the P2Rx collection.

Current Status:  Much needs to be done; almost nothing has been done as yet.
1) Suggest & select products of a proposal (see attached suggestions) by March 6.
2) Identify & confirm collaborators by March 11, 2003
3) Submit LOI March 12.
4) Draft proposal work plan by March 14.
5) Collaborators research individual NSDL workgroups and report March 19.
6) Estimate resource distribution by March 21.
7) Participating collaborators need to complete individual organizational description by April 7.
8) Collaborative budgets linked March 28.
9) Completed draft of proposal offered to P2Rx and collaborators April 6 for comments.
10)    Changes complete April 13.

Contribution to Goals:

1)    As part of the NSDL, P2Rx will increase its credibility and reach to potential collaborators
2)    The NSDL community comprises a market as yet untapped by P2Rx, thereby offering an increase in awareness.  The NSDL has a core integration group focused on improving content sharing, thereby offering a way to improve usability.
3)    Dunno – perhaps greater participation by library institutions.  Clearly the ease of transfer and sharing between existing systems will be enhanced.

Estimated Resources:

Each participating center will need to contribute 20 – 40 hours of phone calls, authorship and review between now and proposal submittal deadline.


Possible products:

A) Kathy’s draft:

1) Requirements gathering/needs assessment
Identify user needs through various mechanisms such as focus group discussions, listserve input, and questionnaires.  Identify the educational materials currently available and define gaps to focus creation of new materials.  Assess state-of-the-art of digital library supporting technologies and resources.

2) Design and implementation of the digital library
Establish standards and protocols for the digital library and begin to implement the digital library by acquiring collections, filtering and classifying, developing metadata, quality rating, formatting, disseminating, and gathering feedback. Establish a collections committee.  Conduct formative evaluations of the library and its holdings, making changes based on the results and on future needs assessment.  Coordinate with other digital library projects. 

3) Workshops for digital library users and creators
Develop and offer workshops for educators on the use of the digital library for teaching and for creators on developing digital library holdings. 

4) Communications and community building to promote the digital library
Publicize the digital library (as well as the GDL) to the user community through electronic and print communications to individuals, events at professional meetings, and publications of professional societies.  Also build interest in the digital library and seek community feedback.

5) Establish incentives to participate in the DL
Establish criteria for selection of materials in the peer-reviewed part of the digital library.

Incorporate MEDS database as a P2Rx product in addition to the work necessary to standardize the existing P2Rx centers collections

C) ATEEL alternative: 

Develop an mechanism to share P2Rx content to existing libraries in addition to  standardization activity

D)  P2 Thesaurus:  in addition to above.

E)  P2WIN alternative

Add global P2 information network as part of P2Rx network of information in addition to above

Required actions by collaborators – ASAP:

1) Sign up to NSF Fastlane -  get an ID
